Effective Date: April 1, 2027
Scope: Applies to all Board Members, Referees, League Officials, Coaches, and Staff.
1. Purpose
The goal of the Rule of Two is to ensure that all interactions and communications between a Person in Authority and any individual participant occur in open, observable, and justifiable settings.
2. General Principles
-
Two Screened Adults: A Person in Authority (board member, referee, league manager, or coach) must never be alone with a single participant without another screened Person in Authority, screened volunteer, or adult present.

Open and Observable: All team activities, warm-ups, administrative checks, and meetings must take place in an environment accessible and visible to others.
3. Specific Operational Guidelines
-
Locker Rooms & Change Areas: Persons in Authority must not engage in 1-on-1 interactions in private change areas or washrooms. If supervision is necessary, two screened adults must be present.
-
Transportation: League staff, coaches, or referees are strictly prohibited from driving an individual participant alone in a personal vehicle unless they are the participant’s parent/legal guardian.
-
Electronic & Digital Communications:
-
Direct 1-on-1 private messaging (SMS, social media DMs, private chat apps) between a Person in Authority and a individual player is strictly prohibited.
-
All communications (emails, schedule updates, division notices) must be sent to the group or include at least two league administrators.
-
-
Medical Emergencies: The only exception to the Rule of Two is an immediate medical emergency requiring immediate life-safety or first-aid intervention.
